Yes, by any reasonable standard — Madrid is one of Europe's safer major capitals for violent crime. The real, practical risks are much more mundane: pickpocketing and the occasional street scam.
Pickpocketing is the genuine, common risk — concentrated in crowded tourist spots (Puerta del Sol, Plaza Mayor, the Metro during rush hour, El Rastro on Sundays) and outdoor terraces where phones and bags sit unattended on tables. Keep bags zipped and in front of you in crowds, and don't leave a phone face-up on an outdoor café table — an extremely common, entirely avoidable loss.
A handful of low-level street scams recur in the busiest tourist areas: someone offering a "free" bracelet or sprig of rosemary before demanding payment, petition-signing distractions that mask a pickpocket working the same moment, or the classic "spilled substance on your clothing" routine used to create a distraction while someone else takes your bag. None of these are dangerous — walking away firmly and without engaging works every time.
There's no part of central Madrid that's genuinely unsafe for a visitor exercising ordinary city awareness.
